At the April 19, 2023, Regular Board Meeting: 

The Board welcomed two delegations:

  • Dr. Lovegrove presented research conducted by UBCO into the feasibility of an Okanagan Valley Electric Regional Passenger Rail.
  • The applicant for an ALC application at 1788 Francis Street spoke about their application. 

The Agricultural Land Commission application at 1788 Francis Street, Electoral Area C, was authorized for submission to the Agricultural Land Commission. Read the Report


A public hearing will be held for Bylaw Nos. 2953, 2954 and 2955, which propose amendments to three Official Community Plans to make them consistent with the proposed new Zoning Bylaw No. 3000. The date and time of the public hearing will be available at https://rdno.civicweb.net


The Board directed staff to bring a report about options for used oil drop-off at the Armstrong and Spallumcheen Diversion and Disposal Facility to a future meeting.


The Board approved the issuance of a Development Variance Permit for 5827 Pleasant Valley Road, Electoral Area B. The permit is subject to siting and building elevations, and allows for a reduced side yard setback and increased number of accessory residential buildings. Read the Report


 

The Board approved a strata subdivision of a previously occupied building at 9963 Purcell Drive, Electoral Area C, subject to a list of conditions. Read the Report


A Soil Removal Permit was approved for issuance for 252 Kalamalka Lakeview Drive, Electoral Area B, subject to multiple terms and conditions, which can be found in the report.


Building Bylaw Amendment No. 2961 was adopted. The amendment aligns the Bylaw with upcoming changes BC Energy Step Code. Read the Report


The Board endorsed a $29,800 grant application to the 2023 Community Emergency Preparedness Fund to enhance the RDNO’s Emergency Support Services program. Read the Report


The Board approved a grant for the Land 2 Table Network to assist with developing an Advisory Board for the BX Ranchlands. Both Electoral Areas B and C contributed $10,000 through the COVID-19 Safe Restart Fund. Read the Report


A one-time grant to the Monashee Arts Council Society of $4,500 was approved in addition to their regular operating grant, funded from the White Valley Community Recreation Grant Program. The Board will consider the Society’s request for an increase of $6,000 to their annual operating grant during the 2024 budget deliberations. Read the Report


The Board supported the Agri-Hub Complex project proposal as a Regional Planning priority item to increase local food accessibility and processing within the region. Read the Report


The Board approved the reallocation of some winter season hours to the off-peak seasons for the Silver Star Transfer Station to address accessibility concerns during times where bears and other wildlife are more active. Read the Report

The 2022 Financial Statements were accepted.


The Board will send a letter to the provincial government with their concerns about the process regarding the recent changes to the boundaries of electoral districts.
