What We Do
The Regional District of North Okanagan provides education and information and encourages responsible dog ownership to support the health and safety of residents and pets within the region. The RDNO Dog Control Bylaw No. 2881 provides for dog control in the Greater Vernon/White Valley service area, which includes the City of Vernon, District of Coldstream, Village of Lumby, Electoral Areas “B” and “C” and part of Electoral Area “D.”
RDNO Dog Control Officers are responsible for all aspects of the care and control of dogs, including dog licensing, bylaw enforcement issues such as barking complaints, care and handling, off-leash infractions, and aggressive dog investigations.

Submit a Dog Complaint
Report barking, off-leash, aggressive dog, dogs at large, lost or found dogs.
Animal Humane/Cruelty Concerns
All animal humane/cruelty concerns, including dogs in hot vehicles, must be directed to the BC SPCA at 1-855-622-7722.
Dogs In Hot Vehicles
Call the BC SPCA at 1-855-622-7722 if you spot a dog or other pet left in a hot vehicle. In an emergency situation, call 9-1-1. Please see detailed information from BCSPCA.
What You Need to Know
Dog Licensing
- All Dogs residing within the RDNO Dog Control Service Area, three (3) months of age and older must be licensed.
Dog in Public Places
- Dogs must be leashed at all times unless in a designated off-leash area.
- Dogs that are found roaming off-leash in the service area are taken to the RDNO Dog Control Facility at 4790 Haney Road in Vernon.
- Owners are required to pick up, and properly dispose of their dog’s waste from all private and public spaces.
Off-Leash Areas
- Dogs may be off-leash only in designated off-leash areas. The person responsible for the dog must carry a leash with them, maintain a clear line of sight to the dog at all times, and keep the dog under control including returning to the person when called and not displaying aggressive behavior.
- Dogs that display aggressive behavior, or dogs that have or may cause injury to a person or another animal are not permitted to enter any off-leash area within the RDNO Dog Control jurisdiction.

RDNO Dog Control Facility is located at 4790 Haney Rd in Vernon. Before visiting the facility, we request visitors to call 250-541-3647 (DOGS) and speak with an officer to arrange a time for an appointment.

Should you need to visit the RDNO Dog Control Facility located at 4790 Haney Rd in Vernon, please call 250-541-3647(DOGS).
Owners of impounded dogs will need to contact the Dog Control Officer by phone during business hours to arrange for pick up.
