Effective January 1, 2020, residents will see an increase in fees for a number of accepted items at the Regional District of North Okanagan (RDNO) Diversion and Disposal Facilities. This is the first Diversion and Disposal Fee increase since January 2016. Diversion and Disposal Fees cover facility operating costs and fund facility capital and closure reserves. Additionally, fees are designed to encourage waste diversion and discourage waste disposal.
At their July 17, 2019 meeting, the RDNO Board of Directors adopted an updated Municipal Solid Waste Management Bylaw (No. 2832, 2019). This Bylaw regulates the use of and sets the fees for the diversion and disposal of Municipal Solid Waste at RDNO Diversion and Disposal Facilities and Transfer Stations.
The updated Bylaw includes a five-year diversion and disposal fee schedule, which runs from 2020 to 2024 and will provide residents and businesses long term certainty with respect to diversion and disposal fees.
The most notable changes effective January 1, 2020, are
• An increase in the Refuse (garbage) disposal fee from $100/tonne to $103/tonne
• An increase in the Refuse Containing Regulated Material disposal fee from $203/tonne to $250/tonne
• An increase in the Construction and Demolition (C&D) Waste disposal fee from $200/tonne to $250/tonne
The minimum charge for a number of products, including Refuse, Wood Waste and Scrap Metal will also increase from $5 to $6 effective January 1, 2020.
